Add brand colours

What does this MR do?

Add brand colours (Design Library, Figma) to our palette. As there are plans to use brand colors in future in the product it makes sense to start small and add the ready-to-use list already to the library.

We in fulfillment team are already working with the colors in this set. At the moment they are defined in our codebase in CustomersPortal. I suggest to have in GitLabUI so we can maintain one list and not re-initialize them in every project.

  • If it changes a Pajamas-compliant component's look & feel, the MR has been reviewed by a UX designer.
