feat(css): add gl-text-link class for blue text

What does this MR do?

Add util for link-colored text

Needed for gitlab!98523 (merged)

I didn't want to name this gl-color-blue-500 to reduce variations in colors we use for text. We already had inconsistency in link colors, so am trying to limit available options.
