fix(GlChart): fill to fit container height when height is "auto"

What does this MR do?

This MR fixes an issue where chart components that use GlChart would not fill to their container's height when height === 'auto'.

The following chart components are changed in this MR:

  • GlAreaChart
  • GLBarChart
  • GlColumnChart
  • GlDiscreteScatterChart
  • GlLineChart
  • GlSparklineChart
  • GlStackedColumnChart
  • GlGaugeChart

This excludes GlSingleStat because it does not use GlChart.

Note there is a known responsiveness issue on small height + width for GlGaugeChart`. Add responsive small state to gauge chart (#916)
