chore: remove double-passing attributes to GlDropdown

What does this MR do?

Our GlDropdown component already has v-bind="$attrs" v-on="$listeners" on it's root

Without inheritAttrs: false this means that any properties unknown to GlDropdown will be passed down twice: first as props of BDropdown (intended) and as DOM attributes on root div (unintended)

This was caught during our work on vue3-migration
