test: consider spec files _not_ far-reaching

What does this MR do?

This prevents Jest spec files from being conisdered far-reaching when running minimal visual tests. This should prevent a full visual test suite from being run unnecessarily.

I noticed that https://gitlab.com/gitlab-org/gitlab-ui/-/jobs/6704584518 ran a full test suite because of a change in src/components/base/new_dropdowns/base_dropdown/base_dropdown.spec.js. I don't think these files should be considered far-reaching though as they would never have visible effects.

Accessibility

If this MR adds or modifies a component, take a few moments to review the following:

  • All actions and functionality can be done with a keyboard.
  • Links, buttons, and controls have a visible focus state.
  • All content is presented in text or with a text equivalent. For example, alt text for SVG, or aria-label for icons that have meaning or perform actions.
