BToast: remove unused code

What does this MR do?

This removes some unused code from the BToast component implemenation:

  • Removes some unreachable logic around the title prop in the BToast component's implementation. Our custom wrapper around this component doesn't allow for that prop to be passed. Instead, we systematically override the title slot to render a close button and actions if needed.
  • Our custom wrapper around BToast always forced the noCloseButton prop to true so we could render our own close button. We can therefore clean this up by removing all of the associated logic from the underlying component.

Accessibility
