Add toggle component to gitlab-ui. This toggle is heavily based on our current toggle in CE

NOTE: We are using font-awesome icons until we have the new icon component complete. As such, the x and √ icons are not 100% accurate to the sketch specs. A new issue will be opened to remove all font-awesome components when the new icon component is available.
