chore(danger): fix regressions in dangerfile

Some review suggestions were lost in !622 (merged), which ended up being merged with a call to raise() when it should have been fail(). This causes Danger to fail in pipelines: https://gitlab.com/gitlab-org/gitlab-ui/-/jobs/332065586
