feat: warn user about deprecating custom certificate logic

This MR is raising awareness of #247 (closed). It will look through the VS Code configuration and it will notify the user upon VS Code start up if they configured custm certificate logic.

They can click a See more details button which will take them to #247 (closed) or they can click Don't show again which will permanently dismiss the dialog and will never show it again.
