docs: Add streaming disabling instructions

Description

Create a place in the troubleshooting doc to explain how to disable the feature flag.

I'm not wholly clear what is meant by 'streaming' (I think this might be coming from a group I don't work with) so I'll want to pad out the language. Have to save the MR first, though.
