revert: Revert user-configured languages for CS (when LS is disabled)

We introduced user-configured languages for Code Suggestions in this MR !1558 (merged). Post-merge it was noticed that for the cases when the LS is disabled, the Code Suggestions for custom languages are not working even though the Status Bar icon is enabled. Instead of reverting the whole MR I've decided to revert only the part that influences status bar icon when the LS is enabled
