docs: document gitlab-ui linking with yalc

Description

Adds some basic info on how we're using @gitlab/ui within the VSCode extension, and documents the local development workflow using yalc.

What CHANGELOG entry will this MR create?

  • feature: New feature - a user-facing change which adds functionality - included in changelog
