Additional CI fix and pipeline speed optimization

More CI fix and optimizations:

  1. Adds missing manual to dont-interrupt-me: rule
  2. Adds needs: [] to all build-and-test stage jobs, so they don't need to wait on prepare stage (push-cache job) on main pipelines.
