chore: Remove Remote Development free-tier instrumentation

What does this MR do?

It removes the code used to track the successful and failed start of "Remote Development" mode in the Web IDE. We removed this feature from the Web IDE (see epic &14327 (closed)). It doesn't make sense to keep instrumentation anymore. This MR also updates the instrumentation docs.
