chore: Add Default MR template

What does this MR do?

It adds a default MR template to this project. In that way, contributors have some guidance on how they should communicate the changes introduced by an MR. It is an almost exact copy of https://gitlab.com/gitlab-org/gitlab/-/blob/master/.gitlab/merge_request_templates/Default.md.
