Follow up from !66995 - Sync pagination to URL

  issue (ux,non-blocking): It's likely that we'll want the pagination to be synced to the URL. If a user was scanning to the 10th page of projects, then accidentally refreshed the page, they would probably be sad they had to start over at the beginning. 😞
