Frontend: on-boarding existing CI users to the CI/CD Catalog

Background

Existing CI users should be aware of the availability of the CI/CD catalog, once we complete the journey map work we should find places to surface the CI/CD catalog for existing CI users to drive adoption.

Ideally, we should distinguish between two different scenarios

1. CI users in an organization that has an existing Catalog
2. CI users in an organization that is using CI but doesn't have an existing CI catalog
