Add an owner of a runner to the runners list
What does this MR do and why?
This change adds a owner information the runners list. The owner can be a project, group or instance (Administrators) depending on the type of runner.

How to set up and validate locally
- Visit the Admin -> Runners page (eg. http://gdk.test:3000/admin/runners)
- Confirm each runner has the right owner information
