Trigger issuable_labels_updated only when issuable is updated

What does this MR do and why?

Refactors how we trigger issuable_labels_updated when labels are updated for an issuable. This way we only trigger issuable_labels_updated after a successful issuable update.

Also adds a missing spec for work items update service
