Migrate MergeRequestWidgetExtensionCounter to use a Metric Instrumentation class

Related to #374595 (closed).

This migrates regular Redis counters using the i_code_review_merge_request_widget prefix to a slightly modified instrumentation class that correctly builds the widget event names.
