Fix: locale on event model

What does this MR do and why?

In this MR, I enlisted all the action types into maps so that we can utilize them later in the upcoming MRs, using the localized action names for the UI instead of raw English texts so other language users can be benefited.

Since there were no translation entries for these actions at all, there will have no comparison for before and after.

The screenshot shows the action names which were not externalized.
