Update storage date constant to be in the future

What does this MR do and why?

We previously setup a temporary placeholder date for storage related work which is no longer relevant.

As discussed in this thread (internal slack) it would be less confusing (and require less updating) if we were to make this a dynamic date for now that is always 3 months in the future until a more concrete timeline is confirmed.
