Bump `hashie` to 5.0.0
What does this MR do and why?
hashie
added Ruby 3 in CI (GH Actions) in https://github.com/hashie/hashie/pull/555, which is included in 5.0.0
. We still use 4.1.0
version of the gem. We need to update to ensure we run the version which is tested under Ruby 3.
