What does this MR do and why?

Removes epic_issues_from_different_hierarchies allowing epics having child issues from different group hierarchies for self managed.

How to validate locally

  1. Create a Group A with an epic X
  2. Create another Group B with a Project C
  3. Within project C create an issue Y
  4. Go to epic x and assign issue y as a child issue using its URL
