Fix: locale on MR page sidebar
What does this MR do and why?
The dropdown search box placeholder is not being translated yet, in this MR I added the placeholder attribute with externalized text so it can show translated content for other language users.

How to set up and validate locally
- Go to your GDK
- Set your preferred language to any language other than English.
- Go to any project > Merge Requests > Any merge request
- Click the edit button on the sidebar milestone or epic or iteration
- Observe.
Numbered steps to set up and validate the change are strongly suggested.
