Remove default-enabled `hash_oauth_tokens` feature flag

Related to feature flag rollout issue: #367570 (closed)

OAuth token hashing has been enabled on GitLab.com since August 15, and default-enabled for self-managed since %15.5. We're now removing the feature flag since no issues have been reported. From this point, all OAuth access tokens will be hashed.
