Disable copy snippet file contents E2E on pre

What does this MR do?

• The test appears to be failing only on pre.
• Failures appear to be intermittently but consistently, and easy to reproduce when running test against pre locally.
• When a failure does occur, when I manually check to look at the snippet in question - it does actually appear to be deleted.

I haven't determined if this is a flake in the test, environmental, or application issue as of yet.

Proposing to quarantine just for the pre environment during investigation as it is marked as reliable, but I don't believe we have seen the issue occur elsewhere yet.
