Analysis from https://gitlab.com/gitlab-data/product-analytics/-/issues/706 shows us we can remove the feature flag and make this a permanent feature

This removes the container_registry_show_shortened_path feature flag that was introduced in !91548 (merged). It has been enabled on GitLab.com since 2022-07-21.
