Remove outdated gocloud.dev backport

This is some minor cleanup for Workhorse.

We remove a backport in Workhorse for a change to the gocloud.dev library. Because we are currently at gocloud/dev@v0.26.0, which already includes the upstream change, we no longer need our local backport.
