Replace Sidekiq JSON methods with Gitlab::Json

What does this MR do and why?

Describe in detail what your merge request does and why.

Replaces usage of Sidekiq.load_json and Sidekiq.json_dump with calls to Gitlab::Json to improve performance. These Sidekiq methods are just simple wrappers to the default JSON gem.
