What does this MR do and why?

This is part of auditing dependencies for ruby 3 compatibility &8845 (closed).

While the previous version of Fogbugz appears compatible, it seems sensible to update to the latest version regardless.

Please note that this gem has not been updated since 2017 and appears to no longer be maintained.
