Mark that POST /approvals is deprecated in docs
What does this MR do and why?

The endpoint is deprecated for a while now, but it's not obvious from the documentation. Let's make it more visible.
However, the endpoint is not widely used: https://log.gprd.gitlab.net/goto/630ac8b0-5610-11ed-b0ec-930003e0679c. ~4500 hits within the last 7 days and 99% of the load is performed by 5 users.
I hope we will be able to finally safely remove it in %16.0.
