Ensure flaky tests data are updated when detected

What does this MR do and why?

I noticed that some flaky tests in the report had an outdated description, and I believe that's because we never updated it after a test was part of the report, but if the test description changed in the meantime, or if new tests were added (or tests removed) from the file, then the description would change even if the example uid would stay the same.
