Drop Go 1.17 support and mandate Go 1.18

What does this MR do and why?

Go 1.17 stopped receiving security updates. With &8843 (closed), we have upgraded Omnibus and Cloud Native GitLab images to Go 1.18.7. This commit updates the documentation to reflect this and drops testing for Go 1.17 in Workhorse.
