What does this MR do and why?

This MR is a follow-up of !102391 (merged).

The migration container still goes above the 90% of its memory limit:

If this change doesn't work, we might want to increase the time it takes to alert on memory usage (so that it effectively filters out the migration alerts, as they are just a spike).
