Fix: locale on issuable title

What does this MR do and why?

The current title composer is composing the title with some unlocalized texts in this case issuable.type, in this MR, I listed the types of issuable and mapped them with a localized value, for keys that do not match, it fallbacks to the previous way by using titleize instead of capitalize.
