What does this MR do and why?

The MR is intended to be a POC for taking the commit workflow component out of Web IDE as the most advanced version of a component of this functionality (others to be vanilla JS for SFE, a Vue-based for the pipeline editor, etc.) in order for it to be re-used in all instances requiring this functionality.

Screenshots are required for UI changes, and strongly recommended for all other merge requests.

Numbered steps to set up and validate the change are strongly suggested.
