Remove Sidekiq jobs migration in 15.6

What does this MR do and why?

Full context: gitlab-com/gl-infra/scalability#1991 (comment 1167479002) Since we're reverting the default routing rules in 15.6, the associated migration for Sidekiq jobs are also pointless, thus this revert.
