Update gitlab-metrics-exporter version

What does this MR do and why?

Update GME version so we can deploy gitlab-metrics-exporter!27 (merged)

This reverts cloud profiling support in GME, which we realized interferes with Workhorse, so both systems send stack frames into the workhorse-* services in GCP.
