What does this MR do and why?

Our docs are a bit controversial about the availability of internal groups:

• The page Project and group visibility makes an impressions that public, internal and private are available for all tiers.
• Further down, the section Internal projects and groups mentions that it is not available on SaaS

This MR makes it clearer.
