What does this MR do and why?

Support typically discusses the risks of performing any action with customers. If the customer chooses to take a path that is outside of the scope of Support, then this is a risk that they take upon themselves, not one which GitLab as a company also takes on.

This MR updates expectations of Support for enabling a default-disabled feature flag to be in line with the current practice.

This section should be revisited if any changes come out of #383536.
