Remove ObjectStorage::BackgroundMove concern

This concern has been a no-op since !97170 (merged). This was split off from !101394 (closed) where I tried to remove the background upload code all at once. That was too big of a diff so I have been doing the removal in smaller chunks. This MR is one of the chunks.
