What does this MR do and why?

Adds blueprint for Secret Detection Service to support Category:Secret Detection as a platform-wide experience.

The current Category:Secret Detection offering only scans repositories within a CI context. This limits the protection we can offer to customers and to GitLab team members.

We have an opportunity to expand coverage to other parts of GitLab, outside of codebases, while maintaining a consistent customer experience for detection patterns and response actions.
