Make feature_category warn configurable

We introduced warnings for spec files with no feature_category.

This can be overwhelming in cases when we have to fix conflicts.

With this MR we add an ENV var which can be set to disable the warnings FEATURE_CATEGORY_WARN

FEATURE_CATEGORY_WARN is set by default to true

FEATURE_CATEGORY_WARN should be set to false or 0 if we want to disable the warnings
