What does this MR do and why?
The MR adds a setting on the project level under the Settings -> General -> Visibility, project features, permissions section to control the visibility of the Kubernetes clusters menu item (under the Infrastructure sidebar menu). Turning the setting off should remove the menu item, remove the Kubernetes menu item from the project view and disable agent integration.
