What does this MR do and why?

It adds "last login" date column to the billable members table on the namespace's Usage Quota - Seats tab.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. navigate to a namespace (where you're admin)
  2. from left sidebar go to Settings > Usage Quotas
  3. on "Seats" tab, observe the members table and the "last login" column
