Change default attachment size limit to 100MB for self-hosted

Ever since #20061 (closed), the upload attachment size on GitLab.com has been 100MB. This also changes the option in self-hosted instances to match that.
How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
- Run
rake db:migrate - Restart rails (
gdk restart) - Try uploading any attachment over > 10MB (but under 100MB) -->
