What does this MR do and why?

This MR is meant to clarify the misconstrue that custom notification is meant to disable certain notifications when unchecked. Custom notification level is a superset of the Participating level. Meaning one will still get notifications from issues they participate in regardless of the checkboxes.

For now, custom notifications == participating + custom events
