What does this MR do and why?

This is a revert of !105347 (merged)

Which reverted !103083 (merged)

Due to lack of storage on runners, which has been fixed by https://gitlab.com/gitlab-com/gl-infra/chef-repo/-/merge_requests/2587

Since the storage issue has been fixed, and we have also added a mitigation of restricting query recording to master builds and merge request builds where the MR is labeled with database to this MR, we believe these changes are safe to re-merge.
