What does this MR do and why?

Move the markdown/richtext switcher from a segmented control to a dropdown inside the markdown area to match #382589 (comment 1188705687)

How to set up and validate locally

  1. Enable content_editor_on_issues and work_items_mvc feature flags
  2. Edit an issue description, or create a task and edit description
  3. Change between Rich text and Markdown modes
